The blue shield is a protective emblem defined in the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict: it designates cultural property to be protected in conflict, or personnel engaged in its protection. Misuse of the emblem should be reported to the Red Cross.
