दुनिया के सबसे बड़े शहरों का निर्धारण करने हेतु यह देखा जाना जरुरी है कि वह किस परिभाषा का उपयोग कर रहा है। संयुक्त राष्ट्र एक शहर का गठन करने वाली तीन परिभाषाओं का उपयोग करता है, लेकिन सभी शहरों को उसी मापदंड का उपयोग करके वर्गीकृत नहीं किया जा सकता है। शहरों को शहरी क्षेत्र, उनके शहरी क्षेत्र की सीमा या उनके महानगरीय क्षेत्र कि जनसंख्या के रूप में परिभाषित किया जा सकता है।
